Governor Austin Blair supported a joint
resolution of the legislature that "unreservedly" approved
President Abraham Lincoln's Emancipation Proclamation and declared that
Michigan was "unalterably opposed to any terms of compromise and
accommodation with the rebels, while under arms, and acting in hostility
to the government of the Union, and on this we express but one
sentimentunconditional submission and obedience to the laws and
constitution of the Union."
